Commission hopes to be able to tender its advice to the
Governor in August/September.

Pending the Commission's advice it was agreed
by all concerned that the annual Pay Trend Survey to
ascertain the general movements of pay in the private
sector should be conducted as in previous years.
The survey
has been completed and the report would be available in
early May and a meeting with the Staff Side to consider the
results have been scheduled for mid-May.

The Secretary of the Public Services International
is said to be visiting Hong Kong again in May. Leaders
of the nine affiliated unions in Hong Kong, headed by the
Chairman of the Civil Servants General Union, are making
arrangements for a local seminar while the PSI representative
is here. The theme of the seminar is reported to be Hong
Kong's compliance with ILO Conventions Nos. 98 and 151.
They intend to invite representatives from both the Civil
Service Branch and the Standing Commission to attend.

Meanwhile the Liaison Office of Public Service
Unions has been actively courting other non-aligned unions
with the hope of exerting influence over them and eventually
bringing them under the same flag.
