Overseas recruitment in London has been
completed. 19 candidates were found suitable.
Offers
are being made with a view to obtaining about 12 candidates
for appointment. Of the 6 Home Civil Service candidates
considered suitable for secondment to Hong Kong as AOSGC,
two had withdrawn, the remaining four are expected to arrive
during the period May to September 1981. The Public Service
has also advised favourably on the appointment
Commission
of Mr. L. Boyes of the Diplomatic Service as AOSGC.
The outcome of the 1981 AO recruitment is forecast as
follows
(a) Recruitment in HK
(b) Recruitment of young officers through FCO
(c) Secondment and transfers
from UK and other territories
(d) Transfers from other
grades in the HK Civil Service

Following Mr. Hamish Macleod's visit to UK in
March, he made a comprehensive report on the Civil Service
Commission procedure, and recommended that Hong Kong
Government obtain the Civil Service Commission's services
on a trial basis.
