Purpose
To transfer responsibility from the Director of Social Welfare (DSW) to the Director of Education (DE)
To set up in stages a Selective Placement Unit so that the Labour Department can begin to take over responsibility for placing disabled job-seekers in employment in mid-1980.

(a) In August 1980 the Education Department (ED) To monitor progress.
took over from Social Welfare Department (SWD) the World Rehabilitation Fund Day Centre for the provision of vocational training. Staff from SWD will remain seconded to the Centre up to end of May 1981 pending recruitment from ED. Two additional floors will be completed by November 1981 to provide an additional 84 training places for the disabled and the establishment of a Vocational Assessment Centre.
(b) DSW is considering a fresh list of ground
floor schools in public housing estates provided in March 1931 by the Director of Education to accommodate services to be transferred out of World Rehabilitation Fund Day Centre.
(c) Following comments by the Education
Sub-Committee of Rehabilitation Development Co-ordination Committee (RDCC), an updated draft Code of 'Aid is awaited from Director of Education for consideration in Social Services Branch.
The Hong Kong Office of the Selective Place- ment Unit was opened on 7 July 1980. The Kowloon Office will be set up in June/July 1981. The Labour Department will take over the employment placement for the mentally handicapped from Social Welfare Department in 1982 (Stage II) and the socially handicapped from voluntary agencies in 1984 (Stage III).
