Purpose
To carry out a comprehensive review of the Ordinance and to make recommendations to rectify any deficiencies.
To examine practices regarding maternity benefits for women in employment in Hong Kong, the United Kingdom and elsewhere in the region; to examine ILO requirements and proposals made by various bodies in Hong Kong; and to make recommendations for further consideration by the Government.
To examine the Turner Report and its recommendations.

Progress made and present position
First draft of an amending bill to provide for two- compulsory insurance, establishment of a tier compensation board and measures to expedite the processing of claims was received on 8 April. A meeting to discuss the Bill was held on 29 April with representative of the Labour and Legal Departments.
The Bill was read the third time on 29 April 1981 and will come into effect on 1 June.

Comments from branches and departments concerned received. Reply to FCO being finalised.
The Director of Social Welfare is formulating final proposals based on comments from Hong Kong Council of Social Service and voluntary agencies for discussion with the Social Services Branch.
Comments from Departments concerned on the draft memorandum on extended sickness, injury and death benefits have been received and are being studied. Meeting has been arranged for early May to resolve points of difficulty.
