To improve district administra- tion to provide a better focus for consultation and participation by the community in administra- tion at the district level.

Progress Made and Present Position

PART I

Next Quarter Target

(1) The White Paper was published on 14 January, (1) To continue to

and debated in LegCo on 21 January and 11 February 1981. By 1st May, District Management Committees (DMCs) and District Boards (DBs) had been set up in all the 8 MT districts. In the urban areas, 4

DMCs and 2 DBs out of 10 districts had been set up.

(2) The Urban Council (Amendment) Bill 1981 was

passed by LegCo on 11 February 1981.

(3) Discussions continued on preparation of the necessary legislation (i.e. District Boards Bill, Urban Council (Amendment) (No. 2) Bill, and Electoral Provisions Bill and subsidiary regulations). Drafting of the District Boards Bill and Urban Council Bill is nearly complete and a covering ExCo paper is being prepared in Administration Branch.

(4) Satisfactory progress has been made in

planning and preparation for holding the first DB elections in the NT in March 1982. This includes: drawing up a new registration and electoral system, delineation of district and constituency boundaries, setting up of a network of polling stations, and publicity plans.
