To consolidate and develop the Environmental Protection Agency.
a) To introduce an Air Pollution
Control Bill
b) To introduce a Noise Control Bill
EPA is now a free-standing agency. Future staff proposals for EPA will be considered in context of DEC for non-directorate posts, and FC/ESC for directorate posts as necessary.
a) Comments on draft ExCo. paper..
received from Branches and Depart- ments Additional clauses to clarify licensing of specified processes agreed and incorporated. ExCo. paper sent to AG for
clearance before issue; Law Drafts-
man has advised inclusion of
clause on compensation where the Authority cancels or varies a licence for the conduct of a
specified process. New clauses now being drafted for this provision together with re-drafting of other clauses to clarify use of "best practicable means and those existing processes which will not be exempted upon declaration of a specified process.
b) Preliminary draft of Bill received
from Law Draftsman and circulated tộ principal departments for their comments. These have been received and are being considered by the EPA
To consider EPA staff proposals as necessary.
a) To finalise ExCo.
paper and Bill and proceed to ExCo. and LegCo.
b) To continue drafting
and consultation process for the Bill.
