Reorganisation of Works, Land and Transport
Progress was made during the quarter in implementing
the decision taken by the Governor-in-Council in April to reorganise the branches and departments involved in public works, land
and transport matters.

In July, the Finance Committee approved the posts involved in the first stage, which involves the removal from Environment Branch of the Environmental Protection Division (to Director of Administration and Management Services) and of the Lands Division (to the embryo Lands and Works Branch), and the strengthening of the Transport Division so that it can function as the new Transport Branch. The actual transfer of authority will take place on 1 September. DAMS will be retitled Director of Administration and Environmental Affairs, and it is proposed to appoint him to the Legislative Council.

The next stage involves the replacement of the Public Works Department by a number of separate 'works' departments, the creation of the rest of the Lands and Works Branch, and the strengthening of the Transport Department. The aim is to implement
this before the end of 1981.

The other major aspect of the reorganisation is the creation of the new Lands Department. This is the most complex
part of the package, and the aim is to establish the new department
by 1 April 1982.
