Scheme

To review the roles of Government and voluntary agencies in the provision of social welfare services, to recommend future arrangements for allocating subventions to voluntary agencies and to review the scope and arrangement of the Lotteries Fund.

To give further considera tion to the proposals contained in the Green Paper on Social Security.

The broad pinciples for a new subvention system had been dis- cussed and agreed by the Social Welfare Advisory Committee (SWAC) at its meeting on 21 July.

The grant had been sought. finalized proposals were approved by the Governor-in-Council on 28 July.

To seek the advice of the Rehabilita- tion Development Co-ordinating Committee at its meeting in mid- August and to apply the new criteria in 1982/83 draft Estimates.

drafting instruc- tions for amending the Employment Ordinance.
