1. Lord Brockway wrote on 21 January asking for copies of some
Hong Kong documents. It is not clear who the letter was addressed
to but it has been passed to Lord Trefgarne for reply
attached to Lord Brockway's letter.

Lord Brockway has asked for a copy of the Hong Kong
Government's White Paper on Local Administration.

He has also asked for a copy of the report of the Hong
Kong Standing Committee on Pressure Groups (SCOPG). This is
a Committee of Hong Kong Government officials which monitors the
activities of local pressure groups and advises on how to react
to them. Interest in SCOPG has been aroused in Hong Kong because
a copy of one of its reports was leaked to the press. An article
in the 'New Statesman' of 11 December 1980 represented it as part
of a government conspiracy to inhibit free expression in Hong Kong.
The Committee's terms of reference are to keep the activities
of pressure groups under review and to advise Government Departments
on the best method of dealing with such groups and with points made
by them. That such a Committee should exist is not surprising in
