S for H used the opportunity to explain Gover
and stressed the point that the issue should be put. the right perspective together with different categories
of families who need public housing. This official line
has been maintained to this day and explained on numerous
occasions, both locally and in the British Parliament.
128 floating households requested rehousing on land. The requests were made through the Fraternal Association of Floating Population of Hong Kong to CD0/YT and according to the latters' assessment SoCo was apparently not
involved.

A signature campaign was organised on campus at the U and 416 signed paper boats were later presented to the Government Secretariat. The media continued to give good
coverage to the incident.
The Hon. Mrs. Kwan Ko Siu-wah asked another question in LegCo. Goverment was asked whether the various special needs and problems of boat dwellers would be considered. S for H's reply was that they could enjoy the services open to all those on land.
The HKU Student Union carried out a survey on boat dwellers at Aberdeen, Shaukiwan, Yaunatei and Tsing Yi. Departmental assistance (supply of data & interviews) was requested
during and after the survey. The report was published in September 1978 and publicised at a seminar.
The Baptist College Communication Dept. students requested formal interview with the Director of Marine regarding their project on the living conditions of the boat people in Yaumatei Typhoon Shelter. Special Branch did not object to Marine Dept. officers giving an interview.
