G. Assessments by Departments
HAD:
The education Action Group (B.A.G.) is outspoken and critical of Government's education policy. Its criticisms, however, are often positive and constructive.
As far as tactics are concerned, the E.G.A. is more intereste in meeting high-ranking officials (e.g. letters and petitions to D of I and HE and Ps. Mr. Ha, for example, is well-acquainted with . Robe Perry, MP) than liaising with the district staff of Goverment. Thoug E.A.C. has been active in arousing public attention on education issue their steps are usually calculated and reserved. The policy of the E.A.G., "has always been to avoid as much as possible any form of confrontation with the ED and, other groups concerned."
DSB:
The SAG is politically neutral, although in the past it has allied itself on specific issues with politically oriented organisatic such as the Chinese communist Hong Kong Federation of Education Torker in opposition to the Education Green Paper.
The Group's usual method of operation is through approaches to the media or to the Education Department itself and by the encourg of public discussion. Its proposals, though sometimes controversial : The Group is esse content, are usually made in a restrained fashion. as being of little security significance in its om right although in recent Precious Blood Golden Jubilee Secondary School issue it did be involved in direct protest action.
