At times it is possible to divert some of the group's efforts into more useful charmcls by bringing active members into contact with or even directly on existing beards and committees. This brings the individual and in some cases the group into the established system, helps them to obtain a more balanced picture of the Government and its policies and can romove them from extremist influencs. A key member of the Conservancy Association has already been appointed to the Environmental Protection Committee and a member of the Hong Kong Observers to the Citizens Advisory Committee on Community Relations of the ICAC. Subject to necessary vetting, it is the intention to recommend some social workers active in the community development field for appointment as lay assessors to magistrate courts.

(e) Closer Liaison with Students and Tertiary
Education Institutions
Students in tertiary educational institutions have become increasingly involved with the activities of pressure groups and, in some recent cases such as the anti-pornography campaign, they in turn seek the support of pressure groups in furthering their om causes. Whilst this can be seen as a legitimate increase in students' concern for the community, there are signs' that, if not guided in the right direction, this development may result in further misunderstanding and mistrust of Government policies. The Hong Kong Week organised in 1978 by students of Hong Kong University indicates that students are generally concerned with the well-being of the Hong Kong community and efforts should be made to channel their aspirations to useful ends.

It is therefore recommended that consideration be given to a greater Government effort in meinteining close relationships with students of tertiary educational institutions through :-
(a)
a review of the terms of reference and membership* of the informal Steering Group on Student Activities, with a view to devising a more positive policy on student liaison and to better dofining the responsibilities of branches and dep rtments;
(b) greater participation by Government officials in
activities, especially talks and seminars, organised by tertiary education institutions, in order to disseminate Government policies and to dispel misconceptions on the one hand and to win the confidence of the students and staff on the other.
Machinery for Monitoring Pressure Group Activitios

To ensure prompt reaction, it is recommended that branches/departments concerned should continue to deal direct with pressure groups, keeping the Secretariat informed.
