SPEAKING NOTE

Lord Carrington's visit to Japan, 5-8 April

Lord Carrington had useful talks with the Japanese

Foreign Minister and other Ministers in Tokyo. The

government is keen to develop our political contacts with

Japan and the main aim of the visit was to discuss

international issues (eg Afghanistan, Middle East). Lord

Carrington also conveyed concern felt in the EC and UK about

the trade imbalance.

Trade with Japan

This was an important aspect of the visit. Lord

Carrington stressed the Community's concern that the Japanese should take action, especially by export restraint, to improve the balance of trade.
