FOREIGN AFFAIRS DEBATE

It is almost certain that there will be a one-day Foreign Affairs Debate on Thursday, 7 May, although this will not be confirmed until 30 April.

The Lord Privy Seal will open and Mr Hurd will wind up. Planning Staff are already working on draft speeches: the Lord Privy Seal will wish to cover inter alia the results of the NATO Ministerial, East/West relations, the Middle East, Namibia and Belize.

The Lord Privy Seal and Mr Hurd will need full supplementaries. I would be grateful if Departments to which this minute is addressed will submit appropriate supplementaries. Would copy recipients please consider whether they need to provide supplementaries or defensive material.

Supplementaries, in final form, cleared as necessary, should please reach this office by close of play on Tuesday, 5 May, copied to PS/Mr Hurd.
