DEBATE ON THE QUEEN'S SPEECH NOTES FOR SUPPLEMENTARIES
1. On one day during the week following the State Opening of Parliament there will be a debate on Foreign Affairs. Details of timing and handling of the debate, including whether it will cover Defence as well, will be resolved during the next forty-eight hours. The Lord Privy Seal will speak first for the Government. There will be no wind-up. Planning Staff are already preparing a
draft speech.

Notes for Supplementaries, typed final, and cleared with Under Secretaries, should please reach this Office no later than close of play on Wednesday 4 November.
3. Departments to which this minute is copied should please consider whether they need to submit Supplementaries or defensive material.
