SPEAKING NOTE

Future of Hong Kong

1.

Her Majesty's Government are committed to fulfilling their

responsibilities to Hong Kong and its people. While my right

honourable and noble Friend was in Peking in April,' the Chinese

Communist Party Vice-Chairman Deng Xiaoping strongly re-emphasised

his earlier assurance to investors in Hong Kong that they need have

no worries for the future. The excellent state of relations betweer

our two countries and between China and Hong Kong does much to

reinforce this.

District Administration/Local Government

2. Legislation was passed earlier this year in Hong Kong to bring

about greater public participation in local government.

Social Development in Hong Kong

3.

The first

Her Majesty's Government fully support the Hong Kong Govern-

ment's efforts to improve housing, medical, educational, social and

labour conditions in the Territory. Substantial progress has been

made in these areas despite the large increase in population that

has resulted from immigration from China.

The next Governor of Hong Kong

5. Her Majesty's Government applauds the efforts of the security

forces to contain the numbers of illegal immigrants from China.

The measures taken last year by the Hong Kong Government and the

co-operation of the Guangdong Provincial Authorities are most welcom
