HONG KONG: CALL ON MR BLAKER BY MR JOHN BREMRIDGE, FUTURE FINANCIAL SECRETARY, HONG KONG : 10.30 AM, 8 APRIL 1981

Arrangements for Mr Bremridge

1. Mr Bremridge, formerly Chairman of the Swire Group in

Hong Kong, left there at the end of December 1980. He is now

undertaking briefing in London. A copy of his programme is

attached. He has already spent a fortnight with the Bank of

England and calls have also been arranged on the GLC. At

the end of April he plans to visit New York where he hopes to

discuss the City's problems and to meet Governor Carey. He

had planned to call in at Singapore on his way back to Hong Kong

but may not do so. He will arrive in Hong Kong in about mid-May

and will take over as Financial Secretary from Sir P Haddon-Cave

on 1 June.

General Points

2. Mr Bremridge is very much feeling his way and is naturally

reluctant to commit himself on any points of financial or other

policy. He would appreciate a general survey of Mr Blaker's views

of the political relationship between Hong Kong and the UK, and

in general terms on the problem of the future which exercises
