RETIREMENT OF SIR JACK CATER KBE, CHIEF SECRETARY, HONG KONG
1. Sir Jack Cater will be completing his last day as Chief
Secretary on 19 November. Although he will be continuing in
the Hong Kong Government Service as its Commissioner here in
London, it would be appropriate for the Lord Privy Seal to
make his term as Chief Secretary.

2. I submit a draft letter. If the Lord Privy Seal agrees
it, I will send it to the Governor for transmission to Sir Jack.
