Mr Chairman, I hope I have said enough to demonstrate that, although the Government's internal administration is organised with a view to generating policies and solutions to problems, it does not exist in a vacuum for it is not a self-serving hierarchical structure. It is concerned with pursuing the public interest, but there can be many views as to how the public interest can best be served and so, through a network of advisory bodies, we have established in Hong Kong, in response to Hong Kong's rather special circumstances, a partnership between bureaucracy and the community or, if you like, our own idiosyncratic system of government by consultation and comment.
