interfere with the Governor's order if satisfied that there was no evidence upon which the Governor, properly directing himself as to the law, could have committed the person.

An appeal from the Supreme Court's refusal to grant a. writ of habeas corpus will lie, with the leave of the Supreme Court, to the Court of Appeal and the Supreme Court may grant bail pending the hearing of the appeal.

0. Until the appeal procedure is completed, the fugitive

criminal shall not be surrended to the U.S.A.
