We are much obliged for the kind letter of 15th June, 1981 which you have instructed your secretary to send us.
The imminence of the expiry of the New Territories Lease is a disturbing factor constantly nagging the people of Hong Kong. The territory's very existence depends on the confidence of the Hong Kong people in the stability of our society.
China, because of its increasing investments in Hong Kong, expects us to be a stable and prosperous economic development partner. From the new line up of its party hierarchy, it appears that the Chinese leadership favours a moderate and progressive policy. This development is encouraging to Hong Kong. However,
our neighbour will be quick to detect any sign of erosion of stability in this territory.

Indeed there are signs of its being eroded at present. Vicious crime in Hong Kong has reached an alarming level. far this year there have been more than fifty murders. latest case happened on the 1st of this month the kidnap and brutal murder of two Chinese businessmen. I have enclosed clippings from three leading local newspapers' report on the crime. The kidnappers were not satisfied with extorting ransom money; they had to take lives also.
