Powers to make Laws.
1. When a Bill is passed by Legislative Council it is presented to Governor for assent. He can give his assent, refuse assent, or reserve for Her Majesty's
sugnification.
2. A Bill reserved for signification takes effect when assent has been given by way of an Order in Council or through the Secretary of State. The Governor must signify this assent by way of a message or proclamation to the Legislative Council. No such message can be issued after 2 years from the day on which the Bill was first presented to the Governor for assent.
BERMUDA
Powers to make Laws
1. When bills are passed by both Houses they are assented to by The Queen, or the Governor
on behalf of The Queen.
Majesty
2. The Governor can signify assent, withold assent or reserve the Bill for Her Majesty's signification. A Bill assented to by Her Maj becomes law when the Governor has signified
such assent by a proclamation published in the Gazette. There is no time limit on a reserve
Bill as in the case of Hong Kong.
Powers to grant a Pardon
1. When any crime or offence has been committed for which the offender may be tried, the Governor may grant a pardon to any accomplice in such a crime/offence who can give information leading to the conviction of the principal
offender.
2. Governor may also grant a pardon to any offender convicted of a crime/offence in any Court before a Judge or Magistrate within the Colony a pardon which could be free or subject to
or a reduction of lawful conditions, a remission of sentence fines/penalties due.

1. Governor may, in Her Majesty's name and an Her Majesty's behalf
(a) grant a pardon to any person convicted by a court of Bermuda of an offence against any
law force in Bermuda
(b) grant to any person a respite either
indefinite or for a specified period, from the execution of any punishment imposed by such a court on that person for such an
offence
