MISC 42: MILITARY ASSISTANCE

1. You will wish to know that in considering the reports of MISC 42, Ministers decided that as from the beginning of financial year 1982/83, the Foreign and Commonwealth Office would be relieved of financial responsibility for the following:

ii.

evacuation by military means of British communities abroad, when there is no alternative to the use of military resources;

operational military assistance to Third World countries (not disaster relief).

The financial responsibility for these two types of activity will be assumed by the MOD. In the case of (i), the FCO will continue to be responsible for collection of the assessed fares from evacuees.

2.

The present arrangement whereby the MOD meets the cost of military action in defence of the dependent territories or to secure their internal security remains unchanged. It continues to be subject, in the case of Hong Kong to the provisions of the DCA, and to the proviso that for internal security operations those dependent territories able to pay should be asked to do so.

3.

Defence Department will continue to lead in the Office on matters involving the operational use of HM Forces.
