Herbert made nont of the running. He said that he recognized that the task was to amend and improve the present Constitution rather than produce a ro-hrah of an Insociated State Constitution In particular he mentioned the Courts, substitution of "Governor" for Commissioner deletion of post of Chief Secretary, transfer of finance to an elected Finister, and provision for a fourth

I have some reservations ofer the transfer of fi ence. I fear that the motive is to curb the fover of Connor which is bored on knowledge, experience rud integrity. I also believe thet without a real hand in financial control r Governor my find it difficult to influence good government here. That said I have to cognise precedents elsewhere in th region.
