POINTS TO MAKE
1. The revised Memorandum incorporates most of the comments made
by OAG's.

None of these affects the general policy adopted by Ministers
when the Memorandum was approved in October 1979.
3. See no need to go back to the Secretary of State with the
modified Memorandum unless OAGs feel that something new and
significant needs to be said.

(If raised):
Document is clearly not suitable for dissemination
to other than UK official eyes. A sanitised version would render
it so innocuous as to raise questions as to why a new Memorandum
had been drawn up.
