The draft Memorandum was approved by Ministers in October 1979 and thereupon circulated to all Governors and relevant FCO departments for their comments. The attached draft incorporates these.
3. Thought has been given as to whether it would be appropriate to make the Memorandum available in a sanitised version to outside bodies e.g. local Ministers and the Foreign Affairs Committee of the House of Commons. However, thinking at official level in the FCO is that it should not be given wider circulation since it says nothing that is new and to draw attention to the Memorandum might give the impression that HMG was embarking on a new policy towards the remaining dependent territories.
