Thank you for your minute of 30 January to Mr Clift.
We agree that in the circumstances it would be quite appropriate for the Governor to explain HMG's views. Obviously if you were able to be there as well, all to the good.
3. The University of Sussex, as you suggest, might be able to provide an academic, although it would be wise not to cast them in the role of a spokesman for HMG. I do not know whether there would be any difficulties over financing the academic's visit. I attach documents from a seminar organised by Sussex University in 1979 entitled 'Seminar on the Future of Britain's Remaining Dependent Territories'. There was a section on alternatives to independence. Mr Dale may find it useful to have
these.
