1. I attach a draft answer to Mr Shersby and a draft minute from Mr Clift to the Parliamentary
Unit.
2. The point about the Sovereign Bases is that they are Dependent Territories. In 1960 all of Cyprus became independent apart from the 99 square miles on which these two bases are situated. We promised to retain sovereignty and use this area only for military bases and not development. The administration is in the
hands of MOD who nominate and Administrator who is then formally appointed by the Queen.
