1. I have discussed the attached letter from Mr Nigel Forman MP to Mr Ridley with PS/Mr Ridley.
2. Mr Forman is PPS to the LPS and so we can be very open in the material and advice which we give him. I should be grateful if you would put together as much written background as is possible on this subject. The papers for the University of Sussex conference would be useful, plus any FCO briefs prepared for that event. I believe that Mr Ted Rowlands also addressed the RCS on a similar subject in late 1978/early 1979. Our files for the period should have a copy of his speech and related papers. These could also usefully be given to Mr Forman.
3. I think he should also be given copies of the standard brief for each territory and I should be grateful if you would ask the departments concerned to supply these.
4.
Once all the material has been gathered together, please let me see a draft reply to Mr Forman which should also offer a meeting with FCO officials.
