Mr Plumbly (SED) rang to say that the MOD had written to him complaining that the CBFC had been included in the distribution of a recent telegram (issued by MED) on Iranian sanctions without MOD's knowledge. Mr Plumbly also said that CBFC had been omitted from another telegram (issued by NTD) on the Nationality Bill; there were 1200 people there who could be affected by its provisions.

2. His point was to ask us to bear CBFC's interests in mind in any circular telegrams on the dependent territories, and to consult DSII MOD beforehand. MOD are responsible for the administration of the Soveregn Base Areas which are dependent territories although they are not in the same category as the others since they are a purely military installations (BIOT is classed as a civilian base).
