SUBJECT: NEW GOVERNOR OF HONG KONG

I think it would be helpful if I let you know how

matters stand on the appointment of a successor to

Sir Murray MacLehose as Governor of Hong Kong when

he leaves in April 1982. The position is that The Queen

has now given Her informal approval to the appointment

of Sir Edward Youde KCMG MBE as the new Governor.

Faward

Sir Edward ist present Deputy to the Permanent

Under-Secretary in the Foreign and Commonwealth Office.

As many of you will know, he has extensive Far Eastern

experience, including a recent spell as Ambassador

in Peking, and has been responsible for supervising

Asian questions, including those of Hong Kong, over the

past 18 months.

I should emphasise that this is strictly for your

personal information only at this stage. When we have

The Queen's formal approval we shall be making an

announcement, probably at the beginning of next week.

In view of the extensive press speculation which has

already appeared on thi subject, it is of course very

important to avoid any leak before then.
