1.

I am directed by the Secretary of State for Foreign and Commonwealth Affairs to offer you, subject to a satisfactory medical report, an appointment on secondment from the Diplomatic Service to the Government of Hong Kong as Deputy Political Adviser. The appointment will be for a tour of 2 years' service plus accrued leave and travelling time in the first instance on the terms and conditions set out below and in the attached memorandum.

2. During the period of your secondment you will remain on the establishment of the FCO which will continue to pay your salary at the rate of your substantive appointment, thereby preserving your pensionable status as a member of HM Diplomatic Service. Arrangements will also be made for the Foreign and Commonwealth Office to pay into your UK bank account all the other Diplomatic Service allowances for which you are eligible. The transfer of funds from the UK to Hong Kong is your personal responsibility. You will, to all intents and purposes, be administered under Diplomatic Service Regulations in force at the time of any query raised during the period of secondment. In matters of discipline, however, you will be answerable, in the first instance, to the Governor.

3. You will receive the normal allowances applicable to members of the Diplomatic Service serving overseas. Normal DS leave rates will apply.

Accommodation will be provided, furnished and maintained by the DOE's Property Services Agency in Hong Kong to the normal DS standards for your grade. This service is supplied by the PSA for the Hong Kong Government on a repayment basis. Accommodation is rent-free. It may be necessary for you to be accommodated, on first arrival, in a suitable hotel, although every effort will be made to ensure that you are properly housed as soon as possible.

During your appointment you and your family members, whose fares have been paid from public funds, will be entitled to receive medical and dental treatment provided by the British Service Authorities in Hong Kong. The cost, if any, of any treatment, less a contribution corresponding to that levied under the National Health Service in the UK, will be paid on your behalf by the British Trade Commission.
