As you know, Iain Orr devotes a good deal of his time to the Vietnamese refugee problem and is the Hong Kong Government's principal link with the UNHCR. It would, therefore, be an essential part of Richard Margolis's briefing programme to visit Geneva and make contact; Iain Orr agrees; please see the relevant portion of a letter to Philip Morrice. The most appropriate moment for Margolis to call on the UK Mission and the UNHCR would be while he is in London, ie around mid-July; he has to be with you on 25 July. It would not be practicable for him to go to Geneva en route for Hong Kong as he will be accompanied by his wife and small children.

As this aspect of Richard's work does not arise as a result of an FCO requirement, we cannot, of course, obtain financial authority for Margolis to make the trip. Would you, therefore, agree to assume the necessary expenditure and let me know by telegram?
