1. Sir Philip Haddon-Cave has told me that it is now planned that he should not take up office as Chief Secretary in Hong Kong until 19 November. I understand that Sir J Cater is staying on until the debate on the LEGCO Inaugural Speech is completed.
2.
Apart from his call on Sir E Youde on 22 July (which is to discuss the Hongkong and Shanghai Bank bid), we will be arranging general briefing for Sir Philip starting on 7 September. This will involve a number of Whitehall Departments and other organisations. I will be in touch with you later about the details.
