MR RJ T MCLAREN, POLITICAL ADVISER-DESIGNATE

30

1. Thank you for your letter of 2 July to Mr Clift. I wonder if I could mention two other points to you? I am drafting Mr McLaren's letter of appointment, and should welcome clarification on the following:

a)

Accountable Indirect Representation Supplement (AIRS)

This allowance is currently being paid to Mr Webb or his successor (Dr Wilson's letter of 23 March 1981 to Mr Patterson, POD), yet it is not from FCO (Personnel Services Department) funds, as far as we know. Could you please say what the arrangement for payment is, and state whether, if paid by Hong Kong, it attracts Hong Kong tax?

Annual leave

Dr Wilson's letter of 7 July 1978 to Mr Eastwood, POD, states that Hong Kong directed him to take annual leave; I presume that Hong Kong meets the cost since the DS would only meet the cost of mid- tour leave. Could you please confirm?
