With reference to your point (a) concerning
AIRS, the attached illustrates, I think, that along with all other emoluments, this allowance is initially paid by FCO to the seconded officers concerned and subsequently reimbursed by us to your department. The liability to Hong Kong Tax in respect of the emoluments of seconded officers is met by Hong Kong Government.

with reference to your point (b), I confirm that Hong Kong Government will pay the return air- passages for Mr. McLaren's leave in the summer of 1982. However, since this is really a local arrangement, I suggest that, as was the case with Dr. Wilson, it is excluded from the formal appointment letter.
