The No 1 Board has recommended that Sir Philip Haddon-Cave

succeed Sir Jack Cater as Chief Secretary, Hong Kong. The

Secretary of State's approval is required.

Recommendation

2.

I recommend that approval be given.

Background

3. The No 1 Board met on Wednesday, 28 January, to consider

the candidacy of Sir P Haddon-Cave for the post of Chief Secretary,

Hong Kong, which was strongly supported by the Governor.

It was

agreed to recommend that Sir P Haddon-Cave should be appointed

to succeed Sir J Cater; it is proposed that he take up his

appointment in September 1981.

A curriculum vitae of Sir P Haddon-Cave is attached.
