(iii) Hong Kong Supply. The idea that Hong Kong
should provide most future Governors was to my mind misconceived. Hong Kong is, in this as in so many other ways, special; and experience gained there would not necessarily be applicable anywhere else.
(iv) Cayman Islands. Although the governorship
of this colony is, I know, presently equated with a DS4, I think its bandits really rate a DS3. Mr Russell is special too: not only a canny Scot but an exceptionally experienced colonial administrator.
