1. Thank you for your letter of 30 De ember enclosing a paper on future staffing, sent to me in my capacity as Governor of Pitcairn.
2. I foresee no immediate change in the present system for Pitcairn, by which the Commissioner (and effective administrator) of the territory is a New Zealander who has seen service on the island. Nor is there any sign of the present Commissioner Garth Harraway, wishing to give up. When he does, I do not think we shall have any difficulty in replacing him.
3. Perhaps also I may presume to offer a few gratuitous

comments on this very good paper based on my 3 years' experience as dependent territories AUSS:
(i)
Dependent Territories Adviser. I think this is a good idea; presumably he would be part-time like Sir R Posnett?
(ii) Gubernatorial Skills. The qualifications
of a Governor or Administrator are very different from those of a diplomatist: they have not only to observe, expound and conciliate but also to take decisions and actions which may well result in an IS situation with which they will have to deal usually without outside help.
