2. It was helpful to have this clarification but I can assure you there is no misunderstanding on your basic point. We certainly intended in this paper, which is of course concerned with administrative rather than political questions, to take full account of the fact that Anguilla is to all intents and purposes a governorship. This was why we included the post on equal terms with the others in our forecast of require- ments for the Eighties.
3. I hope the Conference has gone well. to hearing about it from Philip Morrice.
