It is our intention that the Dependent Territories Adviser should be a part-time officer employed on a consultancy basis.

4. The Inspectors looked at the grading of the Cayman Islands Governor in the Autumn. They agreed that Tom Russell personally merited a DS3 grading, but they judged that the level of

responsibility was on a par with the other West Indies Governorships at DS4.

chance of an up-grading making any headway, I'm afraid.
