Thank you for your letter of 30 December 1980 I** appreciated your sending me a copy of the paper setting out your thoughts on this far-from-easy subject.
Could I start by making the point that one should beware of concluding that because so few Hong Kong officers have transferred recently to other dependent territories therefore Hong Kong officers are either not interested in or not suitable for service in those territories. I believe myself that among the HMOCS officers in Hong Kong there is a fair sprinkling who have in good measure the qualities you are looking for. If you really needed them I should have thought it would have been possible to put together the right package to attract them.
The
May I make two suggestions for you to ponder. first is that there may be some Hong Kong officers approaching 55, or perhaps slightly older, who would respond to an invitation to do a tour in another dependent territory. There would probably be no need to top up their salary if they retired first on pension from Hong Kong and were then re-employed on contract terms.
My second suggestion is that there may be the odd Hong Kong officer in his early forties who would be interested in being seconded to another territory for one tour at the D4/D5 level. For any Hong Kong officer who was interested, experience in administering a multi-disciplined organisation in a smaller territory might be a useful stepping stone to an appointment as a senior District Administrator under our new regionalisation scheme. I can see some problems over who should pay for what, but I do not think you would find us at all ungenerous.
