(ii) Sub-para (b). Mr Morrice said that it had now been

agreed that the post of Deputy Governor, Bermuda,

should be a training post. The FCO were awaiting word

from St Helena and the Falkland Islands about

training posts in these territories. Mr Russell

suggested that a supernumerary post might be

established in the Caymans. Mr Hennessy thought

that the Deputy Governor's post in Belize might also

be included. Mr Morrice noted that the latter was

not an HMOCS post and that no funds were available

at present for the former.

(iii) Sub-para (c) was noted.

Sub-para (d). Governors supported the notion of short

term attachments provided these were carefully

explained to local governments as training secondments.

In the case of Montserrat it might be difficult

to identify a suitable job slot. Mr Edwards

suggested that in suitable territories the post of

Development Officer might be up-graded and used for

training purposes.

(v) Sub-para (e). The meeting agreed that short preparatory

attachments in WIAD would be useful. Mr Edwards

said that long term posting in DevDiv would not be

practicable. DevDiv posts, requiring wide-ranging

experience of the arrangement of aid programmes, could not

be filled by people without relevant experience.

Short term attachments might work however.
