8. You may be interested to know that ODA have a retainer scheme by which key Technical Co-operation Officers who have been identified for another assignment can be retained on full pay for the short period between appointments. Our proposal is
not dissimilar and would be restricted to the officers at Annex B to the Staffing Paper. Pettit's letter of 25 June 1980 (para 8) is relevant; a copy is attached. Approval was given in June/July last year (date to be supplied later).
