14. Para 16 of Paper on the Future Staffing Amend para 16 of paper as follows:

before a posting to a caribbean territory, a short attachment in DevDiv Barbados;

brief attachment of about 4 to 6 weeks and certainly no longer than 3 months to one or two of the more sophisticated territories. A longer spell in Hong Kong might be of value depending upon the person, time and circumstances;

a specially tailored short course of study at the IDS Sussex University mainly on development aid in Dependent Territories.

Anyone of (a), (b), (c),or (d)..

amend (d) and (e) to read (e) and (f).

delete Chief Secretary, Falkland Islands from list in amended (e).

15. Para 19 of Paper

Delete Chief Secretary, Falkland Islands from (b) and also from (b) of recommendations at the front of the paper. Delete under (g) ('HM Inspector General of Dependent Territories').

16. We still await replies from Governors St Helena, Belize, BVI, Caymans, Turks and Caicos, Montserrat. I suspect we cannot expect a reply from any of these except St Helena since they were all at the Governors' Conference. I think, telegraph St Helena for comments.
