Thank you for your letter of 22 April containing comments on our draft paper. I am sorry that you did not see it while you were here.

2. I am glad to see that you favour many of our proposals. You refer to the use of short-term assignments for our trainees;

• we should have to be fairly selective both in the choice of task and place in order to achieve maximum benefit; the type of situation we envisaged was in providing extra help in the run-up to independence in, for example, Belize; this would give the officer a bird's eye-view of colonial administration in action, But training margins are, of course, rather tight, as you point out.

However, if you have a pressing need we should try to meet your requirements.

We have had a mixed reaction to the idea of the 'Inspector- General'. It is not our intention that this somewhat alarming figure (I am pretty sure we have hit on the wrong title) should usurp the functions of the geographical department, but rather to work closely with it. I believe that as more governorships come to be held by officers with a mainly DS background, it would help if an experienced officer could pay prompt ad hoc visits rather than oblige the Governor to wait until a member of the appropriate department were free. As you know, we are very pressed on the manpower side. But we do understand the need to pick the right man with the right approach (certainly not one wedded to old forgotten far-off things!)
