1. Please see Hong Kong Telno 751; a self-explanatory draft reply is attached with apologies for the delay.
2. There are problems attached to selecting a Hong Kong officer (ff 15, 17, 18 and 22); equally, we ought first to look to the interests of serving contract offiers whose numbers are anyway dwindling and any suitable DS officers. We might well be glad of Hong Kong nominees for next year and it would be worthwhile writing to Mr Rowlands; this could be done at the same time as we discuss with POD. I should be happy to draft.
