MR. MCQUADE'S VISIT TO HONG KONG

Secondment of Hong Kong officers to senior Dependent Territory posts

Hong Kong is keen to participate in any trawls for senior officers

(Mr Rowlands's letter of 11 February and Mr Clift's reply of 10 March 1980).

We have approached them for recruits for Governor, TCI and BVI.

The

main problem is over terms of service. Hong Kong officers are paid

more than would be the case on an OSAS appointment.

Maybe the solution

is to share the cost between ODA (or HKGD for Governors) and Hong Kong?
