Training Department confirm that they are happy to finance ad hoc courses for about two officers per year; for anything beyond this, they would require firm advance notice.

Sussex University (the Institute of Development Studies) provide an ad hoc course covering constitutional and political aspects of the dependent territories; they arranged one for Mr Davidson, and, more recently, for Mr Saltwell, Colonial Treasurer, St Helena. I understand that Mr Saltwell was doubtful about its usefulness, but obviously he would not be able to judge its overall value until he had been in post for a while. write in six months' time.

4. The Farnham Castle course is intended to cover the whole range of a territory's affairs. Mr Swan said that the HKGO no longer send their AOs there; the course was expensive and the speakers were of variable quality (usually indifferent).
