It is not our intention that Grade 4 Governorships be regarded as a final post, unless the officer himself had reached his ceiling in that Grade. Obviously, good management requires that any training undertaken in an officer's mid-career should be used for more than one Governorship. We agree that different posts require different sorts of training and experience, and are looking at various ways of doing this.

6. We are getting some very mixed views on the idea of an "Inspector-General" This is very much at the discussion stage. I agree that the post of Dependent Territory Adviser (paragraph 6) may not have been entirely successful. But we would not envisage that an Inspector-General should usurp the functions of the geographical department; rather he should work closely with them and be used to pay ad hoc visits to territories to give specialist advice. you know, it is not always feasible for the Dependent Territory Department to dispatch one of their officers on the spot to the territory. Governors would of course have adequate preparation before their postings, but there may be areas which it has not been possible to cover. There certainly are points on which many would find it useful to have specific advice.
